San Felipe was one time a big and remotest barrio of San Nicolas located about 12 kms. Away from the town proper . It is  situated in an area where the Agno River meets the foothills of the Caraballo mountains and the plains of the town . It was a big community inhabited by settlers coming mostly from the ILOCOS provinces , La Union and Benguet who were lured by the gold rush on the Agno River.   Most immigrant were devout Catholics that they decided to make the place after their saint San Felipe.

            San Felipe was divided into two separate Barangays in the 60’s about by the PACD creation of Barangay to intensify the development of the countryside . the eastern part adjacent to the mountains was named San Felipe East, While the western portion near to the Agno River was named san Felipe west. The elementary school of San Felipe serves as the demarcation line between the east and the west.

            Presently , San Felipe East  is composed of various sitios, namely , Sitios Centro,Bacolodan, Caniogan , Casilagan, Rodriqeuz , Escara, Lagpan, Bulangit , and Cabayawasan .Cabayawasan is a mountain sition which could only be reached by an hours hike on winding mountain trails from Sitio Lagpan , and its inhabitants mostly belong to the Ibaloi tribe . The Barangay is bounded on the north by the Agno River ; on the south by Brgy. Camindoroan , on the West by Brgy. San Felipe West, and on the east by Brgy. Salpad , with an approximate land area of 1, 200 hectares . Agriculture is the primary source of livelihood with palay , corn and vegetables as its main products. Other sources of income is gold panning , livestock raising reforestation and employment as construction workers in the San Roque dam project .

                The barangay folks had actively shown their unity and cooperation through the organization and creation of a non – government organization named safewater , Inc. aimed at protecting the environment through massive seedling production , ecological projects and reforestation activities . The organization has about 600 registered members earning a considerable amount for their activities.

            San Felipe east is destined to bring back its lost glory as the foremost tourist spot in eastern Pangasinan in the near future. Agpay resort which was a famous tourist destination in the early 70’s is being developed with the construction of three large swimming pools in deep forest Construction of cottages and other amenities is to follow as planned by the local Chief executive . Also once the San Roque Dam project will be completed this will become the man tourist attraction for the whole province .

                The barangay is one of the communities being benefited by the san Roque Multi Purpose Multi project . financial assistance from the national Power corporation as host was extend that led to the improvement of barangay roads , rural electrification , construction  of barangay hall, acquisition of two barangay vehicles and other basic needs of the barangay . As sitio Bulangit will be totally submerged and become the main reservoir of the project , financial assistance were also extended to the families to be displaced . A resettlement site was constructed for them in Sitio Lagpan which boasts the amenties of a modern – day housing division .

            The Lagpan resettlement was readied for occupancy on June 2001 . it endorsed to the affected residents of Sitio Bulangit a community located within the future reservoir and considered as an appropriate area for resettlement. The site also has a school building with two classrooms, faculty room and two restrooms . a total of thirty – nine families were already relocated in the 5- hectare site in late June 2001 . the homes have two bedrooms a living room and  a kitchen , as well as comfort room toilet and shower . the houses are equipped with electricity and served by a water supply system. A chapel and a multipurpos building .

            Employment opportunities in the dam’s construction were prioritized for san Felipe East residents to further improve their living conditions really the people had struck the pot of gold in the Agno River from the realization of the mega project called Roque.

            Prominent families in the barangay are the Serquiña and Don Dominador Rodrigo , Sr.
